Luis Ernesto Munguía Promises a Bright Future Under the RENACE Project


Puerto Vallarta, September 30, 2024 — On Monday morning, Architect Luis Ernesto Munguía was sworn in as the new Mayor of Puerto Vallarta during an official ceremony held at the City Hall. In a speech focused on hope and transformation, Munguía committed to restoring Puerto Vallarta’s lost shine, which he claimed had been dimmed in recent years by various issues affecting the municipality. Under his government plan, known as "RENACE" (REBIRTH), the new mayor promised to make the city once again a safe, prosperous place full of opportunities for all its residents.

A Government Inherited with Great Challenges

Munguía takes office in a complicated context. The previous administration, marked by numerous irregularities, left Puerto Vallarta grappling with problems such as corruption, violence, budget mismanagement, and political crises in several departments. In his speech, the new mayor did not shy away from acknowledging these challenges but made it clear that his focus would be on moving forward.

"Today, Puerto Vallarta is reborn," Munguía declared to a crowd gathered in the central courtyard of the City Hall. "It is reborn through the will of its people, the energy of those who love this land, and the commitment of those of us here to serve."

Official Ceremony at City Hall

The first official act of the swearing-in took place at 8:45 a.m. at the City Hall. This institutional event was attended by representatives from his government team and members of various political sectors. In his message, he reiterated his commitment to work for transparency and accountability.

“The people of Puerto Vallarta have witnessed years of frustration and lack of responses,” Munguía said. “But today marks the start of a new phase. From now on, every action we take, every decision made, will be guided by the principles of honesty and service.”

He also emphasized that one of his first steps would be to thoroughly review the financial state of the municipality to provide a clear and transparent diagnosis of the situation. "It’s vital to know where we stand so we can make smart decisions to move forward," he explained.

A City Called to Change

The second part of the inauguration was held at the Puerto Vallarta International Convention Center, a venue that began filling early with local and state political and social figures. The presence of important figures like the Governor of Nayarit, Dr. Miguel Ángel Quintero Navarro, underscored the significance of the event.

During this second event, Munguía expanded on his vision for the future of Puerto Vallarta, offering a more emotional and profound message. He highlighted the importance of collaboration between citizens, the government, and the business sector in achieving the city's recovery.

“Puerto Vallarta is a symbol of the best that Mexico has to offer the world: hospitality, beauty, and a strong community,” Munguía said. “But to maintain that greatness, we need to work together. This project won’t be the effort of one government alone, but the result of the collective work of all Vallarta residents.”

Tourism Secretary Vanesa Pérez Lamas, representing Governor Enrique Alfaro Ramírez, congratulated Munguía and wished him success in his administration, emphasizing the importance of inter-municipal and interstate cooperation between Nayarit and Jalisco, particularly given Puerto Vallarta's proximity and its economic and tourism significance.

RENACE: The New Government's Project

Munguía's government plan, known as "RENACE," aims to rebuild Puerto Vallarta in several key areas: security, infrastructure, social development, and tourism. Regarding security, which has been one of the most pressing concerns in recent years, the new mayor promised a series of reforms to strengthen law enforcement and implement new technologies to combat crime.

“We know that security is the number one priority for Vallarta residents,” Munguía noted. “We will implement a comprehensive plan that not only increases police presence but also addresses the social causes behind violence.”

In terms of infrastructure, Munguía mentioned the need to modernize roads and improve public services. He emphasized that his administration would seek to use resources more efficiently to avoid waste and ensure that projects are completed on time and within budget.

Tourism, the main economic driver of the region, will also play a central role in his administration. Munguía stressed the importance of positioning Puerto Vallarta as a top international tourist destination while also ensuring that tourism benefits local residents. "We want tourism that is not only profitable for big hotels but for all Vallarta residents," he affirmed.

Challenges and Expectations

The challenge ahead for Architect Luis Ernesto Munguía is significant. Puerto Vallarta has endured years of failed administrations, leaving a sense of distrust among the population. However, in the streets, there was a sense of cautious optimism following the inauguration. Many hope that the promise of an honest and efficient government will become a reality, while others, more skeptical, are calling for words to be turned into concrete actions.

One of the biggest challenges will be regaining the trust of citizens. To do this, Munguía has promised to open direct communication channels with the public, establish mechanisms for citizen participation, and ensure that every peso from the budget is spent transparently and efficiently.

The day’s swearing-in ceremony concluded with a heartfelt applause from the attendees, who saw in Munguía a figure capable of leading the long-awaited change.
